The difference between 27.5 and 28 inches is negligible. 1 1/4 cm to put it in metric. The GAADI tube has a bit of a gap where the two ends meet and that is filled when you inflate the tyre. Having used them, I'd see no issue using a 28 inch tube. Should be fine.

Try eBay. I bought mine from my local elec bike shop but are cheaper on eBay. Just looked now and there are various sizes. Never need to take a wheel off again for a puncture.
