Change in legislation

I'm looking to buy an electric bike imminently as have just lost my licence.

I have been looking at different bikes and my preference is scooter looking ones. However, I can see there is a change in legislation from January. If I were to buy one now, would the 40kg weight restriction alreaady be in place?

The 40kg weight limit was scrapped a few months ago.

Yes, all the e-bike/trike/quad bike weight restrictions were removed 6th April 2015.
