That's a torque arm it helps to prevent the drop outs from snapping by resisting the hubs axle from spinning out under high torque. Basically a simple but effective safety feature that prevents you from a face plant.

OK, I now understand torque arms! But looking at the stealth setup...is that actually going to be effective? The pic is the view with the bike upside down (on it's handlebars). Surely, the torque reaction will simply try to pull the torque arm horizontally down the frame (sliding the jubilee clip)?? I don't understand how it can be effective mounted like that?

For a powerful rear motor like yours the Cyclezee V3 multi angle torque arm is a better solution.

The Cyclezee torque arm looks a much better job for a powerful motor, not least because of the double anchor to the chain stay.
