This is probably a repeat question, but as there are new parts coming out all the time I thought I'd ask anyway.
I have a BPM motor in a 26 inch wheel. It is unsensored. It is etched BPM 36v 350w 26 (11). I have a nice bike to mount this in but no controller, display, throttle ,peddle sensor or brake cutouts. I'm looking for a top speed in the low 20s but mainly I'm looking for good hill climbing for light bridleway use. I currently weigh about 12 stone. Basicly I'm looking for hopfully a plug and play solution with either 36v or 48v which ever will give the best results.

Code 11 is about 22 mph on the road at 36v. At 48v it will go 33% faster.
The best controller would be the S09P from BMSBattery. It's 22 amps and works with 36v or 48v. 48v gives 33% more power and torque as well.

You need an LCD (s-LCD3) and a wheel-speed sensor to go with it. It's probably worth getting a throttle and PAS too.
