Velomobiles are the speed cream of flat land recumbent cycling. Realy fast and comfortable.
But heavy so real hills tend to count against them.
Expensive but what a way to travel in flat lands.
Put an electric motor on one and you are near my perfect cycle.

The reason I ask is that one of my sons tells me he is thinking about getting an assisted version and I can't find many details.
He rides recumbent bikes which he has to have adapted because he only has one arm. ( the other one got chewed off by a tiger - but that's another story). Currently he is in Bulgaria having cycled there from home. 2441 miles so far. Now pondering his route back. Looking like Ukraine and Poland, Germany, Holland but not decided yet.

Google velomobiles and wtch some videos. They can realy move very low wind resistance.
I am on a Bent because of my accident and I can't ride a normal bike.
They are very comfortable and fast. The extra weight slows acceleration and hill climbing but once going its zoom time. They need good brakes too.

Suggest you wonder over to BentRider. They have a specialised velomobile forum and lots of knowledge there.

Depending on use but if your son is looking for speed then a Quest or Mango would be an ideal choice. The Quest is probably the fastest general road use velomobile on the market. Harry at Sinner Bikes (Mango people) has a Mango Red Edition with e-assist.
