Limit power

I own a bultaco brinco R that has aroaund 2000w and goes 65km/h

Due to local law i am only allowed to ride 30km/h with the Gasgrip. (45 allowed if pedelec sensor used form 30 to 45km/h)

The motor is crystalite but the rest is own production from bultaco.

I assume the gasgrip will also give signal from 1 to 5 V (how can i test this)

My idea is to pick up this signal, limit it and then forward it to controller.

What do i need to build this?

don't modify the throttle. The output voltage tells the controller how much current to allow through the motor. You'll lose torque if you limit the voltage while it does not necessarily reduce your speed.
you need to ask the manufacturers how to set the speed limit in the LCD / speedometer.
