Not quite. The European Bike Manufacturers Association (EBMA) has filed a Dumping complaint with the EU who are bringing in anti-dumping levies to raise Chinese e-bike prices. In truth this is just blatant protectionism.

No problem John, there's lots to take in on the e-bike scene, probably too much for any of us!

Just noticed I didn't reply to the compulsory insurance query. The European Commission wants to introduce it but has no authority to do so and it's certain the main cycling countries like The Netherlands and Germany will never allow it. Long ago the Commission tried to introduce compulsory helmets and were told where to go.
