    To be fair modern motorcycles and less than modern cars often use ride/drive by wire for their throttles. Simple electronic position sensors that give information to the ECU to decide what to do.

    It won't be allowed on cyclepaths just like a moped. Is the 500W idea just to reduce the diameter of the rear hub? Because most that I've seen are still quite big. 250W rated will comfortably run at 22mph if set up correctly. You just can't get a cheap one.

    Usually? No. However, sting operations have been happening all over the country for several years now with most of them in London. They will stop every ebike they see to inspect and seize and fine any that don't conform which would include yours. You can look up the punishments and consequences...

    Exactly this. If you choose to follow the gov page instead you will have to run your 48V controller at a maximum of 5.2A. That definitely won't be fun at parties. Or you could choose to put around 800W through a 250W rated motor like most of us here and be perfectly legal and safe.
