Battery looks fully charged on control unit. |Is that a reliable test?

Hi All, Bought a Batteribike Dash last January. Was looking forward to a fitter life. Nice bike did a few miles. Thought I would get going again this summer. Problem the throttle started but then cut out. Control unit did the same. Turns out that the motor is duff. Batribike were not prepared...
