Made a bit of headway....I decided to buy another twist throttle to see if the E07 issue was consistent. On the original throttle I cut back the raised rim on the orange throttle plug as I read somewhere this could hinder the connection. ( made no difference) so cut back the orange plastic...

its a generic throttle......cheap not always best.....looking for a genuine Hitway twist throttle......cannot locate one anywhere.....thanks for the advice though...apreciated when i disconnect the cheapo twist and reboot controller......all is as should be ,,,,
