250W/1000W Dual Use Ebike Controller (like Cyclotricity)

I'd like to build a 1000W, 48V ebike for use on the road that can be restricted to 15mph, 250W output by either a plug connector on the controller or inputting a code on the handlebar display.

Does anyone know a manufacturer that can supply a suitable controller and/or display?

There's loads. just about any controller with a LCD will do that. Don't think about restricting one of those big cheap direct drive motors. You'll get more power and efficiency from a normal 250w motor. The 500W geared motors are the best. You can get good speed, whilst still providing plenty of torque for normal riding. The faster your motor, the less efficiency you'll get at speeds up to 15 mph.

True, there are loads of LCD displays where the speed can easily be adjusted but I'm looking for one that needs a code input or physical cable connection so it cannot easily be de-restricted - unless you know how!
