Can I use motor controller that has lower power than the motor has? For example 350w controller with 1000w motor.

Hi yes you can but why would you? battery and controller match is the most important 36v or 48v ect.... relabeling a 1000w d/d hub would not be a good idea you would be better of with a bpm2 500w as it would be a lot less obvious! £150 v a big fine? Sorry i have no idea how strict they are in Finland.

Yes but pointless as per Scott

You are then just carrying a huge lump of metal for no reason and running it outside its design specs

Controllers are really cheap in ebike parts terms. Other than a short term measure whilst you wait for suitable controller I can't see why you would want to do this?

I haven't found any 48v 1000w controller that has speed limit, so that's why I asked if I could use 350w controller instead.
