You don't say how old it is, but assuming it's not too old, thecharger needs to confirm with the battery that conditions are right for charging before the battery switches on its charge port.
One needs to check all ten cell group voltages to see if that is the reason why the BMS won't switch to allow charging. One needs to see 3v - 3.2v per cell group to be sure all are well.
If the BMS detects an issue then it simply won't allow the charger to provide current.
