Does Rule 69 of the Highway Code make cyclists subject to speed limits?

I always thought speed limits do not apply to cyclists but 69 says they have to obey all road signs. Am I wrong?

Unlike motor vehicles, there is no requirement for a bicycle to be fitted with a speed measuring device, therefore posted speed limits cannot apply to bicycles.

I suspect the requirement to obey all road signs should be qualified by saying all road signs which apply to cyclists.
