Is that a lever of some kind under the seat or on the gate behind? edit looks like the seat is on a rail at the top of the square frame member.

Or can the shock length be increased to raise the seat height or put a cushion on the seat.

According to the manual, the level below should allow seat adjustment:

But nothing happen. Looks like something is stuck. Probably rust or something similar. I don't know what to do

Carefully applied heat from a blowtorch on seized area taking care not to set fire to it!

Blow torch :(

If you need heat you want something like a paint stripper heat gun (no flames)
Still be careful but you can get a lot more controlled heat at the surface before damage occurs
