Is it possible to turn off the Torque Sensor with mid-drive motors?

My partner is disabled. A rear hub motor using a cadence sensor gives her full power with barely any peddle movement, which is great for her, whereas the more pedalling = more power model of a torque sensor wouldn't help at all. Is this something that can be adjusted or turned off in mid-drive motors like the E8000 and similar, or do we need to stick to rear hub motors for her?

I don't think you can.

If you like a crank drive, I have the Santana CD:

She can pedal as much or as little as she likes. There is also a thumb throttle for backup.
The cheaper alternative is to convert a bike to electric.

If you want to convert a bike any bbs01 mid drive will give power from a standing start throttle only without the need to pedal at all with the added bonus of easy adjustment via the display or laptop set up once to your personal needs / taste
The tsdz2 non uk spec will also pull away from a standstill throttle only
Most shop off the peg bikes or mainstream chain stores will not come with facility you want

Generally you have to stick to hub motor for cadence though some mid motor kits offer the same like
BBS, Mxus or Xofo.
The TS mid drives are just that no ability to switch function.
TS mid drive kits with throttle option are TSDZ and GP Lingbei.
GP are a new player and has been set up by ex Bafang engineers etc, etc, motor is said to be about 10% more powerful and quieter then TSDZ.

The Wisper torque range has the option of both settings on them but predominantly the TS is the main drive selected.

Mid motors must have a sensor or the motor will not kick in. With the revs of the magnet, the computer determines speed, power, etc.
Other methods have been attempted to move the sensor to the outside of the chainstay and the magnet on the pedal, but after a while the computer will go into error.
The only solution for mid mount is to tune the computer. Several options are available for this. Of course that will void the warranty and make it illegal on the road.
If your friend wants to ride with minimal pedaling, hub drive is the solution

Short answer is no.
Does she already have an ebike? If so, why do you want o change? Maybe there are other solutions.
