Really a newbie!

Hi All,
I've come here looking for help from the experts!
My wife and I will soon be moving to Tenerife, and following Brexit you can no longer just exchange your driving licence for a Spanish one, and this will affect my wife greatly.
She doesn't speak Spanish, so there is no way for her to retake her driving test, so she feels the best alternative for her would be a pedal assist trike.
She can use this on the back roads and tracks near our house, and, maybe, tow her kayak with it down to the beach about 3/4 of a mile away.
She is currently fixated on the Jorvik JMT 6 or JMT9 step thru 250w.
Is this a decent prospect? Should she be looking elsewhere first?
Apparently Spain is quite "aggressive" on the 250w, pedal assist only rules, with no throttles.
I am an engineer, so technical advice is welcomed.
Any info or advice would be gratefully received.
