Sparticle motor not working after water ingress

A few days ago I posted about how to remove the motor from the hub so that I could dry out the motor. That's been done OK, but the motor is still not working.
When re-installed, the motor gave a very slight "kick" indicating that something was happening, but since then nothing.
- Have tried with a spare twist throttle.
- Have checked voltage on end of power leads and two of the 3 wires read 0.4V regardless of position of throttle.

Do I have a burnt out controller? (It's perhaps worth saying that after entering the flood, the motor worked on and off for a few miles before dying).
Any ideas and help appreciated!

The motor: 8FUN 24V 250W, sensorless, brushless, with 3 wires into it.
