Throttle up to 5mph for hill starts

Why is a throttle not allowed for hill starts as you know if you try to start peddling up a steep hill with a heavy e-bike it’s murder They could make the throttle to cut out at 5mph

Some bikes have two maximum speeds: One for the throttle and one for the pedal assist. The Bigstone C600 LCD had that in the settings. It was fitted to some Oxygen bikes, the first NCM Moscows and many other bikes made in the Leisger factory, and some other ebikes, but I can't remember which ones. They may have changed the software in them now, so don't rush out and get new one.
