What shuts down the electrical system when it has not been used for a bit?

Most electric bikes will turn themselves off if they are not used for a number of minutes. What component manages this? I always assumed it was the control unit box but I have a battery here that you can turn on with the key but if you leave it for about 30 minutes, it shuts down to no output and the key has to be turned off and back on to get a output reading on the VOM. The battery is not on the bike
This has me thinking that maybe the BMS is involved but I never imagined that.

On the bike the LCD has a time out and will auto shut down, the battery standing alone must be also have a similar auto shut down though may be a secondary pcb board inside.
