    It looks like they are trying to get things as accurate and clear as possible to prevent any blowback in court. The reporter (as usual) needs to get his facts straight however. He states: Riders require a driving licence and insurance if their e-bikes can go more than 15.5mph ( 24.94km/h) without pedalling. And also: The equipment was acquired from Switzerland using funds from the office of Nottinghamshire's Police and Crime Commissioner, and allows an accurate testing of a vehicle's top speed when unaided by cyclists "without needing a full test track or laboratory". Surely, if the bike achieves any electrically motivated movement (above walk assist) without pedaling it's illegal anyway. Also do the BBC not use spell checkers? As in 'licence' and 'pedalling'. Feeling grumpy pedantic this morning.
  2. Total rubbish. There have been many exoduses from London since WW2 with numerous causes, mainly personal preference in nature, but throughout our population has continuously grown.   4. You have a band brake on it. Adjustment is fairly simpe. You adjust until the brake just starts to bind, then back off a bit until it doesnt. Here's the Google instruction. There are loads of Youtube and other online ones. Adjust the Band Tension: Locate Adjuster: Find the screw with a locknut on the outer edge of the band housing. Set Initial Tension: Turn the adjuster screw until it's seated, then back it off 2-3 turns (or adjust a star wheel) to allow the wheel to spin freely with slight drag. Tighten Locknut: Secure the adjuster screw by tightening its locknut. [*]Adjust Cable Tension: Slacken Cable: Loosen the cable clamp bolt on the brake arm. Pull Cable: Pull the cable taut (but not so tight that the brake drags). Tighten Clamp: Re-tighten the cable clamp bolt. Use Barrel Adjuster: If needed, turn the barrel adjuster (usually near the lever) to fine-tune: counter-clockwise to tighten, clockwise to loosen. [*]Test and Finalize: Spin Wheel: Ensure the wheel spins freely without rubbing. Check Lever Feel: Apply the brake; it should engage with minimal lever travel and provide firm braking. Listen for Noise: Adjust the band screws if you hear rubbing between the band and housing.
