A problem with my VLCD-5 settings

I managed to fuse my original VLCD-5 and had to order a new one; connected up and it works - except that it gives power only in bursts (especially when using the throttle) and I'm not sure what's going on.

 

I boosted the speed setting but that doesn't do it, is it something to do with this in the instruction manual"

 

4.12、 6 km/h throttle setting

Select function of 6km, default is OFF

 

Is this an issue, or is it something else?
