Are these lights legal...?

from watching the demo the laser part of this light appears to flash down towards the road,but reading the ad (they point out that the light from the laser will hurt your eyes) if looked at, buyer beware
Are these lights legal? ... Good point! The blurb includes "Please don't watch the laser beam or point it to a person's eye directly, it will hurt the eyes!!" How do other road users know not to do this? Legal or not, to use these lights runs the risk of damaging someone's sight with possible criminal/civil action as a consequence, not to mention how you could live with having done it!
