Controller Tester?

I have had one of the Chinese testers for a while, (the one with all the LED's and wires) but only just got to use it for real! However, it seems to have thrown up more questions than answers.
I've used it to test the Hall sensors, throttle and motor phases and all seem sort of OK; the only discrepancy is that I believe the circle of 6 LED's should light in a rotating pattern, with opposite pairs lit. My testing showed two adjacent LED's lit, in opposite pairs, i.e. 4 LED's lit rotating in 3 steps rather than 6. So I'm puzzled what this means? The real problem is that when the tester is used to exercise the phase via the controller I can 'scope the phase output and show a PWM signal varying with the throttle. But when the controller is put back to drive the motor there is no output at all, which is why I am trying to test it.
Perhaps someone more experienced in the use of this tester can offer an explanation and show me where I'm going wrong?
