I wonder if you can apply the same charges to nuclear power stations that have been shown to have had radioactive leakages ?

This sounds to me that he was merely using a petrol generator in his flat to charge a battery, but in a Heath Robinson setup that was potentially very dangerous. Maybe he hadn't paid his electricity bill, been cut off and was jury-rigging lighting.

During the early 1970s fuel crisis I could have been similarly charged I suppose. I rigged up a suspended log fire in my flat at the time, using a gas heating flue as the chimney. Great fun after dark seeing sparks flying from the roof of the block of flats where the flue exhausted! Kept me warm though. :p
