The daftest thing is the Low Powered Moped category. Speed restricted to 25kph, pedals compulsory yet, because if it isn't a bicycle it has to be a motor vehicle, full DOT approved helmet required
I'm sure you're right on that but it would be nice if the regulations themselves were in step. If it came to a personal injury case though, you'd be out of luck....
With regard to range and motor power:
Bear in mind that, the peak efficiency of a motor is achieved when the output losses are equal to the parasitic losses. A larger motor will have greater parasitic losses and it's peak efficiency state will be at a greater output torque.

That's the current situation, I think. Avoiding the necessity for type approval on vehicles which don't even have the means to pedal them is something new. Anyway, flecc has followed all this more closely than I have.
Unless I've missed it, no one has commented on the significance of this:
"E-bikes, that is bicycles with an auxiliary motor that can propel the vehicle even if the cyclist is not pedalling , would be excluded from the type-approval provided their speed is limited to 25 km/h and their weight...
Going back in time to an idea I proposed, following a line of thought that flecc initiated:

No problemo :)
Here's a thread that we had on Endless Sphere, highlighting an issue re. the suitability of various freewheels for use on freewheeling cranks:
