Isnt 15 mph only the cut off point for assisted power and if you pedal faster than this you can as long as you dont break the roads speed limit? im sure many lycra and normal cyclists go faster than 15mph everyday.
Looking at the EM3 ev website in the drop down menu for wheel type it shows

looking at your picture of your bike it looks like you have the hole where the hub wire comes out facing up i think it should be facing down to avoid water ingress (i may be wrong as im still a noob with no ebike yet)
