    I think the safety angle purely on its own is obviously wrong. An HGV is more dangerous and yet they are allowed. Maybe theres scope for a class between mopeds and bikes, a sort of bike plus class? Some training and an MOT maybe but no tax? Mind in germany i think they have MOT for bikes...
