    the fault is not clear cut from your description. I would temporarily disconnect the brake sensors then speed/gear sensor when the motor starts to misbehave and test only using the throttle. That would remove a few variables.

    you should not use resistors to drop the voltage, the voltage at the end of a resistor changes with the current. Use a proper 5V regulator such as typical L7805. It's never too late to learn a bit of basic electronics but I would suggest that you replace the controller if possible.
