Nonsense. I am well and decide to go out - maybe to buy food. I come home. I think I have covid-19. Indeed, I become very obviously ill, so am self-isolating. But the FACT of me being ill with covid-19 does not, cannot, be fed back into the system if my phone doesn't connect from home.

Which doesn't help if the person stays in a blackspot for days or weeks! Like 14 days of self-isolation.
