    I do not believe that CV simply cannot travel further than 1-2 metres. We all know how even a mild zephyr can carry dust, pollen, aromas, etc., far further. Maybe round here the wind is so strong any CV gets blown right across the county?

    The WHO says that Russian Federation has 7 cases - which is possibly the lowest per head for any country in the European region (using WHO's definition) unless there are countries with zero which are not listed.
