I think you won't see UK complaining to France about people crossing the Channel because UK authorities know that France is not obliged to stop immigrants doing so. What UK authorities can do and indeed do, is to pay French police to do the work for them.

France or UK or any country cannot force people to claim asylum.

that's your interpretation. All countries signing the Geneva Convention have to examine claims for refuge.
The Dublin III regulations simply make the process more efficient, if one country in the EU is still examining the claim, then other EU countries can send the claimant back to that country...
