    Fully charged 48V battery has over 54V. 54V and 15A will give over 800W of input power. It is really a lot for a bike with hub motor and small wheels. I would do as Seneagle said. New 48V battery and your bike should be transformed... and still legal.

    You need new controller or adjust power on your existing one if you can. It would be silly to change motor to illegal. Make sure your battery will deliver power you need. It is unfortunate you didn't ask before buying. Please post some pictures of your bike, motor and motor connector.

    It does matter as without power limit you would have tanks or tractors with pedals registered as EAPCs. In my opinion law is well thought through. Not ideal, but good enough. 250W power rating gives manufactures flexibility for various applications without unnecessary complication of rules...
