It does need some sort of tensioner, jockey wheel or motor movement.

I just offered an idea, which you welcome to use or not. I hope someone does use it, let me know if you do.

Aren't you trying to solve a problem that doesn't exist? Why not just fit a double chainwheel?
This is to change the motor ratio, not peddle ratio (Is it necessary? I don't know!)

I doubt that the chain could 'deraille' in such a short distance.

Now that you've drawn it like that, there's another problem. The sprockets are a different size, so their centres from the centre of rotation of the change mechanism need to be different, which then means you need different idlers. Have you drawn it all out and calculated the ratios?
I think that if the larger sprocket gear is made smaller, this will bring the larger sprocket nearer to the motor centre.

No calculations, that's for ideas to fruition engineers.
