Can I lace my current 24 hole 700c rims into a Q128c 36 hole hub?

I'm putting a Q128c on my rear and wanted to use my existing wheel set:

Will any reputable bike shops be able to do this for me? I've seen an article on Sheldon Brown's website: https://www.sheldonbrown.com/rinard/36-24.htm but I don't know if this will be a safe spoke setup considering the torque going through the wheel?

Any advice on this or should I replace the wheel set?

Yes.
BTW the amount of torque going through the wheel is under your control.

I would get a new 36 hole rim and spokes. You can sell your wheel to cover the cost.
