Yes, I've done it. My one has a watts readout, so I can use it as a dynamometer; however, it doesn't go high enough to fully test a motor. Most of them have fixings for standard bicycle axles, so need adaptors for hub-motor axles.
This is the one I have, but I don't think it's available anymore. Instead of the LCD, the new ones have a phone app that works as a record and display.
