Flecc is right I think 15-16 mph is absolutely fine. I have had different powered motors over the years and think anything more powerful than 250w is dangerous to use on public footpaths and roads. Bicycles aren't designed for 29mph which is easily achieved with a 500w motor. 29mph on a bicycle...
