Um/fast4ward - high speed/low speed and/or throttle

Having connected the throttle cable in the controller I do have throttle - yeah! ...however, the other control for switching between high and low speeds seems to be disabled .. Is it one thing or the other? I was hoping for a AND but it seems its an OR. Is that how throttles on other bikes work? ...

False alarm! .... Its working fine.... I was caught out by the high speed/low speed switch which was stuck in a "middle" position which disables the control ... and the throttle is AND! ..
