    The 4th speed mode may well be 'off'. Are you sure 'P' is park? It could be push, for when you need to push but want some assist (maybe just up to 4mph or so) A picture of the whole bike may give more idea of what it is. The only things I can see for Vespa or MilG are for motor scooter/mopeds.
