I agree, it makes absolutely no sense, however the EBMA do have a lot of clout. Maybe I am being too pessimistic!

A couple of points, July 2018 seems to be the earliest date that registration could start and retrospective duty could come into force. It seems that the tariff could not only be charged on fully built bikes but also on ebike components from China, parts mentioned already include batteries...
