The rear or fronr racks are definitely strong enough to carry a passenger. And due to the geometry I can see it quite wheelie prone.. The cannondale looks to be a better contender!

Yeah that's why a small cargo bike would probably work better. I don't know the exact size of the lift (I don't have any rulee here in london) but it wouldn't be much bigger than a normal full size bike. I'm planning to put 15kg of battery and 2 motors on it so I don't want to lift it lol
