D8veh has repaired more than most by some way so I defer to him But the 3.49v reading is from the series, right (aka block or cell string) You could have 2 duff leaky cells and a still get that reading due to good cells in the series . You’ll need to isolate those cells and read again to be sure

Don't get idea here really cwah From memory the issues you have are 1. You overvolt and otherwise take kit to or beyond limits 2. You leave your bikes outside so water ingress is a massive issue So I also did 1. Plenty of times. And burned a few controllers and some nylon motor gears etc...
