Of course you can. I did on my first conversion. Didn't like it at all due to poor balance. Moved it to where it should be - downtube. Having that said, many bikes have batteries on rear racks. Should be OK if you ride gently.

It has suntour suspension seatpost, but rusty fork. You will have to replace at least front wheel. You can ask Andy for advice.

Again you would have to look at specific frame. In my opinion it does make very little sense though. There are many beautiful step through bikes around to choose from.
