    Have a look at the kalhoff Tasman 8 for £849 on flea bay. It's a top brand with big battery. You would maximise range and fitness on this one. Short range at first and as you get better the range will increase. The £150 under budget will pay your train ticket to pick it up.

    My bike is very energy efficient. On the flat unassisted 17-20mph down hill gentle 25ish with little effort. Steep hill it hits 50! Gentle rise 16 mph and steep climb 7 mph. Because a fat 50+ athsmatic needs all the cheating he can get. And it's still legal Except pedal reflectors.

    How you average over 15 is simple. If you go down hill at 30 mph for 10 mins you cover 5 miles. Turn round and cycle back at 15 mph it takes 20 mins. So 10 miles in 30 mins equals 20 mph average. So a legal bike can make you super fast with hills?
