Hummm I'm no expert here but if I've read correctly the bike has been used for commuting 20 miles a day for 4 years, it could well have covered 15,000+ miles. It won't just be the battery that's tired, all the moving parts would be past there best, wheel rims (breaking surface), all the bearings...

Buying a bike is a big outlay and separate insurance can seam to expensive ( and sometimes not even thought about ) so I don't think bikes brought wit insurance money make any significant profits...

Humm not to sure about flashing led's in series ?
I may be wrong but the way I see it is in order to flash dosent the LED effectively switch its voltage on & off, in series none of the led's get a constant current so none will work.
I'm sure wiser minds will corect me if I'm wrong ;)

Cometh the winter I use the insoles for walking/standing around cold woodland. Mine only heat the balls of my feet but walking around keeps the blood flowing and my toes warm.

if I rember correctly the NCX post has a very thick wall So I'd be more inclined to find someone with a lathe and turn down the seat post to 26.8mm.
You'll be lucky if you can hone out your frame to size evenly and if it goes wrong you've lost your frame.
Having the skills and the tools is one thing but who'd have thought of putting the serrations at 90 degrees on normal pliers o_O
