A fatal injury doesn't need much speed , last year I think it was poss the year before a guy died form falling off his ebike , it was a head injury I believe. I can't say where but at the time I did post it on the forum.
P4/1 means one has to pedal first before throttle becomes active, by setting C4/1 then one limits the throttle to 6 kmh . With C settings one can only select one of the parameters and one thrtottle action afaik.
One can have 6kmh walk assist with out a throttle though holding down the button/pad isn't as easy as a throttle. As you have no throttle fitted you can't have throttle max power though one can have max power via peddaling with PAS 5.

We have seen it before on here, someone buys a 20ah 21700 soft pack for £80 then within six or seven months it is toast, 52 cells for £80, bms , wiring , interconnetors , shrink wrap plus all the other bits and bobs just don't add up.
It's a joke battery, they use crap cells and one is lucky to see them last 6 months or so. With batteries you get what you pay for and those types are two a penny on Aliexpress .

Your old controller was 22a so look for similar controller , you can use 17a but it will have a little less oomph at the top end. Though with a small 10ah battery one might be better off with less current so the 17a would be fine.
Decently built batteries with proper mechanical connections and cell holders are fine , glued cell packs may suffer issues with vibration and the glued surfaces failing but likely not with the mechanical connection.

Battery is either shagged out or is out of balance , it will need a competent person to open and check the battery, from there one can decide if it can be remedied.
If unable to go about the above then one will need to show a pic of the battery to get a reccommend for a replacement.
