Hi Trex, in a nutshell this is my understanding. There isn't anywhere or any way of testing them outside moped classification. From 1/1/2016, 100% throttles are outside the law if they propel the bike over 4mph unless the rider is putting some effort into pedaling the bike. All the best, David
