    Are such chargers exempt from the controls on prices of resold electricity which otherwise apply to "domestic" supplies? Or do they, at least theoretically, separate out the electricity cost from a charger-charge?

    Unfortunately, many rockets use perchlorate. Including space shuttle solid rocket boosters, military munitions and fireworks. The area around the launch site, the atmosphere and the landing areas all get polluted. As well as all water courses traversed.

    As I see it, that is just seeing how they can retain any of their current profitable business. Doesn't read as a major ramp up. Companies who are not at present making money will skip the option so those that open will most likely operate as exporters of money.
