Magnets coming off the motor is a known fault. I know Oxygen had to repair a few, and I've had to do a few myself on similar bikes. My own Q128c has the same problem, but I took the easy route and fitted an external sensor because I have the easier block connectors.

That looks like a brushed motor controller, but you didn't show the motor wires, so I'm not absolutely sure. My comments above are in relation to a brushless one. It's still possible to run a brushed 24v motor at 36v, but i don't really have any experience of that.

It sound like the battery isn't charged. You need a meter to measure the voltage on the charger's connector and the battery voltage to find out what's wrong.
