    the new law is applicable to manufacturers. As a user, you can keep the twist and go throttle or have one fitted. The manufacturer cannot do that to a new bike but anyone else can have a throttle fitted to a used bike. This weird situation comes about because the new law does not apply to kits.

    sorry, I disagree. Nobody stops you or anyone else to ride at over 25kph, the law only stops electric assistance above 25kph. if you want to go faster, pedal a little more. That's even playing field for all cyclists who share the same facilities.
